From the colonial days to the opening of the Union Stock Yards in Chicago, in 1865, the production of livestock and the processing of the meat was only done by small local businesses. Systems of inspecting the meat were also done locally which resulted in varied methods from town to town. When herds of cattle in the U.S. were plagued with diseases in the last third of the 19th Century, the Federal Government stepped in. Approving a recommendation made by a Senate Committee, that an inspection system be established, Congress passed the Meat Inspection of only meat for export. Later in 1906, the new meat inspection act was passed, which provided Federal approval on all meat destined for interstate commerce.
