General Hafez Assad (L), waves after he was welcomed on arrival in Moscow by Soviet Premier Alexei Kosygin (center). At right is a protocol official. Later at a banquet for the visiting Syrians, Kosygin asserted that American imperialism is expanding in Indochina and said an outrageous invasion of the southern provinces of Laos, was under way. It was not clear, in the context of the statement, whether he was charging that U.S. troops had undertaken an invasion, or whether he was talking about South Vietnamese forces.
