Secretary of the Treasury Henry Morgenthau has just picked the second number 192, from the Gold Fish Bowl in the United States first peacetime draft lottery held in the Interdepartmental auditorium in Washington, D. C. today, October 29th. He opens the capsule as President Franklin D. Roosevelt left, center, watches. The President announced the first five number 158 drawn by Secretary of War Henry L. Stimson who stands third from the left and looks toward Secretary Morgenthau. Lieut. Col. Charles R. Morris holds the blindfold placed over the eyes of those picking the numbers. He placed the blindfold over the eyes of the then Secretary of War Newton Baker who picked the first number from the same bowl shown here in 1917.
