Orville Kelly, 49, a former U.S. Army sergeant who developed cancer years after exposure to radiation from atomic weapons tests in the Pacific in the late 1950's, holds a press conference in San Francisco November 26 after becoming the first known veteran to win Federal benefits in a case in which the cancer had been diagnosed after the victim left the military. The ruling by the Board of Veterans Appeals in Washington drew no connection between his cancer and his exposure to radiation but the fact that it decided to grant benefits constitutes its first acknowledgement that the two could be related. It may pave the way for hundreds of other veterans who have filed similar claims. Kelly lives in Burlington, IA. His cancer, in his lymph system, was diagnosed 12 years after he left the Army.
